Changing the Way Government Works - New Interests, New Arrangements Presentations and papers from the conference held in Melbourne on October 5th, 2004.
The Conference
The "Changing the Way Government Works" Conference, a partnership of the Department for Victorian Communities (DVC), the Institute for Public Administration Australia (IPAA, Victorian Division), and Observatory PASCAL, attracted over 350 participants from all levels of government, business, community, peak organisations, and the research and education sectors.
The Themes
International, national and Victorian speakers discussed both the conceptual ideas behind government's community strengthening and linking up agenda as well as case studies of what this looks like in practice.
The Conference examined the nature and implications of this role for government in four major areas:

Developing ways of measuring community strength and building an evidence base to support and evaluate community strengthening interventions and strategies;

Designing new administrative arrangements that recognize local problems may require local solutions which cut across traditional departmental boundaries and levels of Government;
-
Creating innovative ways of planning and working which bring together community and business to strengthen communities; and
-
Examining the public sector's new role in an environment where social policy promotes community strengthening and linking up, and the capabilities and cultures needed to support these new ways of government working.
The Speakers
Conference highlights were addresses by keynote speakers Tom Schuller of the OECD and Noel Pearson of Cape York Partnerships.
The challenges from a Victorian Government perspective were explored by the Secretaries of the Department for Victorian Communities, the Department of Sustainability & the Environment, and the Department for Human Services in their discussion on a key conference theme: "How can we change the way government works?", and in the closing address by the Secretary of the Department of Premier and Cabinet "Building a culture of innovation in the public sector".
The event provided an opportunity for participants to share ideas from different perspectives about how best for government to plan and deliver services in a changing world.
Conference Background Report
A Background Report was prepared to set the scene for the Conference. It is a starting point for exploring trends in research, social policy and pubic administration. While designed for Conference participants, the report will also be a useful reference for anyone interested or involved in these fields of work.
